I used a roll of duct tape for the size of the circles. 
Sew ribbon loops to right side of fabric circle. Loop end inward
Place second fabric circle right side facing the ribbons. Sew around edge, keeping about an inch open for turning. Flip right side out amd hand stitch shut.
